EX-CIA-Chef gruselt sich vor Trump

General Michael Hayden befürwortet Befehlsverweigerung
Der vormalige Direktor der US-Geheimdienste NSA und CIA General Michael Hayden sorgte in einer Talkshow mit für seine Position ungewöhnlichen Worten für Überraschung. So hatte Talkmaster Bill Maher vermutet, im Fall eines Terroranschlags vor den US-Wahlen werde Donald Trump neuer Präsident. Hayden stimmte zu und verwies auf den Anschlag vor sieben Jahren in Spanien, der drei Tage vor der Wahl dort alles auf den Kopf gestellt habe. Dann wurde Hayden, den man bislang zu den Hardlinern zählte, allerdings erstaunlich deutlich, was er vom Gebaren des aussichtsreichen Populisten Trump hielt:

So sei Hayden "unglaublich besorgt", wenn ein Präsident Trump in einer Weise regiere, die der Sprache des Kandidaten Trump während des Wahlkampfs entspreche. Trumps Forderung nach dem Einsatz von sinnlosem Waterboarding von Verdächtigen, „weil sie es verdienten“, entsetzte den Ex-Spionagechef ebenso wie Trumps archaischer Vorschlag, die Familien von Terroristen zu töten. Hayden mutmaßte zudem, dass die Streitkäfte entsprechende Befehle verweigern würden. Das Befolgen ungesetzlicher Befehle sei eine Verletzung internationaler Gesetze.

Öffentliche Zivilcourage wie das indirekte Auffordern zur Befehlsverweigerung sind bei einem hohen Ex-US-Militär und Geheimdienstler ungewohnte Worte. Hayden war bislang vor allem als erbitterter Gegenspieler von NSA-Whistleblower Edward Snowden bekannt, der ebenfalls einem moralischen Konflikt unterlag und sich gegen seine Vorgesetzten entschied.

After the attacks, at the request of the White House, Hayden intensified and expanded NSA wiretapping operations of various communications between Americans and terrorist suspects abroad in hopes of detecting and preventing another terrorist attack. These initial efforts were executed without a court order and after being revealed by The New York Times, were subsequently placed under judicial review. Over time, the NSA’s efforts grew into the multidimensional programs exposed by Edward Snowden, including the collection and storage of phone and email metadata covering billions of calls and messages between American citizens. 

In conversation with Amy Zegart, General Hayden provides an insider’s account about the origins and development of the NSA programs. He discusses the directives and mechanisms to control them, and the disagreements within the Bush administration about the extent of the wiretapping. He offers his views on the justification, legal status, scale, and effectiveness of the NSA monitoring.

ABOUT GENERAL HAYDEN: Michael Vincent Hayden is a retired United States Air Force four-star general and former Director of the National Security Agency and Director of the Central Intelligence Agency. From April 21, 2005 to May 26, 2006 he was the Principal Deputy Director of National Intelligence, a position which once made him "the highest-ranking military intelligence officer in the armed forces".

He was Director of the National Security Agency (NSA) from 1999 to 2005. During his tenure as director, he oversaw the controversial NSA surveillance of technological communications between persons in the United States and alleged foreign terrorist groups, which resulted in the NSA warrantless surveillance controversy.
